Tom Hall, Scarborough town manager, and his staff deserve a public thank you for the hard work and creative thinking shown in the municipal budget proposal presented to the Town Council, along with the detailed figures and background explanations provided to the finance committee.

The budget process is never easy, even in flush times, and is particularly difficult in our current “almost-depression.” The municipal budget has already been pared down and the department directors have taken great strides to creatively provide the services the citizens require, while keeping needed staff.

Hall took the direction given to him by the council and did a great job in working within those guidelines. Thank you.
