Scarborough Gallery work delayed, but moving along

The construction and site work of the Scarborough Gallery retail development is going slower than originally thought, but a new Lowe’s home improvement center and Wal-Mart Supercenter should be open by the end of next year.
Scarborough Gallery is being built on an 80-acre site located between Interstate 295, Spring Street, Mussey Road and Payne Road. The development will be anchored by a Lowe’s and Wal-Mart Supercenter and will house restaurants and additional retail space. In all, the commercial space in the project will be approximately 500,000 square feet.
Ground was broken on the project last November.
Ben Devine, principal of KGI Properties, a partnership between Great Island Development of Boston and the Koffler Group of Providence, R.I. and the company that owns Scarborough Gallery and is developing it, said the construction schedule has been modified, but that building is “on schedule.” He said the soil on the property has caused delays.
“The soils gave us some problems out there,” Devine said. “It turns out that the ground on the site needs to be preloaded.”
When a contractor performs preloading on the soil of a site, the work usually involves adding fill to the soil and compression of the ground to minimize any settling.
Devine said that weather was part of the reason that preloading needed to be done on the site.
The Lowe’s store will be the first building completed and open to the public. Devine said KGI originally projected that the Lowe’s would be open for business by the end of the year. Now, the opening date for the Lowe’s has been moved to March of next year.
The new Lowe’s home improvement store in Scarborough will be the fifth in Maine.
The Wal-Mart Supercenter store was set to be open to the public next summer, but now Devine said the building would likely not be ready until around Christmas next year or after.
The new Wal-Mart Supercenter will be open 24 hours a day and will feature a grocery section. It will be the 12th supercenter in Maine, the nearest of which are in Biddeford and Windham.
KGI Properties has entered into an agreement to develop the property where the Wal-Mart currently sits off Payne Road. Devine said the plans for that site remain “undefined,” but either the building will be used or the site will be divided into a commercial subdivision. According to Devine, it is “more likely (the site) will be broken up into several tenants.”
New traffic signals have been built at Scarborough Gallery’s entrances/exits on Payne Road and Mussey Road. A road that bisects the property, called Gallery Boulevard, will cross the development. At the onset of the project, KGI Properties committed to constructing $4 million in traffic improvements for the site.
Devine said more than 30 acres of the property are being set aside for “permanent conservation.” Along with that land, KGI Properties purchased an additional 58 acres along the Nonesuch River and turned that land over to the Scarborough Land Conservation Trust.
